October 2025 visa bulletin: EB-1 India jumps
The State Department released the October 2025 Visa Bulletin, marking the start of the new fiscal year. EB-1 India advances by 1 year and 2 months, while EB-1 China moves up 6 months. EB-2 shows strong gains, with India advancing 11 months and China nearly 12 months. EB-3 India moves forward by 1 year and 2 months, and China by 1 year and 1 month. The biggest shift is EB-5 India, advancing by more than 2 years.
New U.S. visa rules: Interviews limited to home country or residence
The State Department has announced new rules for visa applicants. Starting Nov 1, 2025, immigrant visa applicants must attend interviews in their country of residence or nationality. A similar rule for nonimmigrant visas took effect Sept 6, 2025. Exceptions are limited to emergencies and certain diplomatic cases. This change ends the practice of applying in third countries like Mexico or Canada for convenience and is expected to increase travel costs and wait times for many applicants.
Supreme court clears way for racial profiling in immigration raids
The Supreme Court issued a 6-3 decision allows ICE and Border Patrol to resume “roving patrols” and question people based on appearance, language, or type of work. The ruling overturns lower court orders that had blocked these practices as racial profiling. Justice Sotomayor, in dissent, warned that the decision risks turning Latinos into “second-class citizens.” While the order is temporary, it signals the Court’s willingness to give immigration agents broad authority. The move is expected to expand raids nationwide and heighten risks of U.S. citizens and lawful residents being swept up.
